INVITATION TO BID

Sealed bids will be received by the Moffat Water Supply Corporation at 303 W. Calhoun Ave., Temple TX 76501 at 2:00 PM, on February 15, 2022 and will be publicly opened and read aloud at that time, for constructing the following project:

NEW ELEVATED STORAGE TANK

The project consists of the construction of a new elevated storage tank and associated improvements.

Bids must be submitted on the complete project. Bids must be enclosed in a sealed envelope, addressed to Damon Boniface, General Manager, Moffat Water Supply Corporation, and the outside of the envelope must be marked BID ENCLOSED – NEW ELEVATED STORAGE TANK. All bids must be made on blank forms provided and included in the bound document. The name and address of the Bidder must be plainly marked thereon.

Each bid must be accompanied by cash or a certified cashier’s check, drawn on a bank or trust company authorized to do business in the State of Texas, payable to Moffat Water Supply Corporation in an amount at least equal to five percent (5%) of the total amount of the bid, as a guarantee that a contract will be entered into. In lieu of cash or a certified check, the Bidder may submit a bid bond in the form prescribed in paragraphs 5.01 and 5.02 of the General Conditions.

A non-mandatory pre-bid conference will be held at 2:00 p.m. on February 8, 2022 at 2:00 PM at 303 W. Calhoun Ave., Temple, Texas 76501.

Bidding Documents are on file and may be examined at 5460 Lakeaire Blvd, Temple, Texas 76502. Bid Documents and Specifications may be obtained electronically by the prospective bidders or suppliers at www.civcastusa.com at no charge. Bidding Documents obtained from any other source are for examination only, are not considered complete, and are not valid for bidding purposes. Neither Moffat Water Supply Corporation nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than those issued through CivCast.

The right is reserved to reject any or all bids, to waive informalities, and to award contract or contracts which, in the opinion of the Moffat Water Supply Corporation, appear to be in its best interest. Moffat Water Supply Corporation reserves the right to hold any or all proposals for the period of time from the opening of bids as specified in Section 00300, Bid Form.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate must be paid on this project.

This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bids is/are expected to be funded in part by a loan or grant from the TWDB. Neither the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this Invitation for Bids or any resulting contract.

Any contract(s) awarded under this Invitation for Bids is/are subject to the United States Iron and Steel (US I&S) requirements of the Texas Water Code 17.183 and/or Texas Government Code, Chapter 2252, Subchapter F, as amended by SB 1289, 85th Legislative Session, as applicable.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
